POSITION SUMMARY

The Director of Operations is responsible for the overall management and delivery of healthcare services for his/her contract.  Consults with Regional Administrators regarding health services issues of an administrative nature and consults with the Statewide Medical Directors and Statewide Director of Nursing regarding unusual clinical issues of a complex nature, which involve patient management. He/she is responsible for effectively and efficiently managing the region’s overall health care delivery system by acting as a liaison between Wexford Health and the Maryland Department of Public Safety and Correctional Services (DPSCS); institution administration, department heads, and subordinates.  The Director of Operations executes policies and procedures governing staff compliance with health, safety, and security standards within the facilities of his/her contract.

ESSENTIAL DUTIES/RESPONSIBILITIES

Leadership:

  • Oversees the contract-wide health care delivery system and day-to-day leadership of service delivery areas’ (SDAs) Regional Administrators (RA’s) in the operation of service delivery area facility health care units.
  • Provides RA’s with management guidance, strategies for SDA growth, and operational assistance.
  • Conducts periodic staff meetings, and attend facility meetings and training as required.
  • Oversees RAs’ resolution of health care unit personnel issues or complaints, and directly intervenes in problem areas as needed to ensure prompt resolution, involving facility administration, contractors, if applicable, and Human Resources as appropriate.
  • Ensures contract-wide compliance with all human resources policies, procedures and programs including workforce planning, recruiting, training and development, compensation and benefits, performance evaluation, and on-boarding.  Provide direction and clarity to RA’s and their teams to facilitate effective team dynamics.

Team Management and Development:

  • Work with RA’s to develop objective performance measurements across SDAs to ensure consistent, high-quality evaluation and goal setting for all employees.
  • Assist in the recruitment of qualified statewide and regional-level staff.  Participate in interviewing and hiring, and approving final selection of new employees.
  • Perform performance management functions and supervise the performance of statewide managers and RA’s conducting annual evaluations and recommend/assist /approve employee discipline/development when necessary.
  • Assist in the development of the orientation program to the contract; ensure the availability of in-service education for staff, to comply with the DPSCS, Wexford Health and NCCHC standards. 
  • Instill a sense of accountability among the statewide and SDA team members through fair and consistent oversight of individual and organization performance standards.
  • Attend SDA RA/Medical Director meetings or other activities as scheduled.

 

Health Services Operational Management:

  • Interact with Maryland DPSCS administration and facility authorities to facilitate timely and efficient delivery of services.
  • Monitor all health service contract compliance activity within his/her contract.
  • Partner with the President and CEO to prepare and monitor the health services budget for his/her contract.
  • Monitor statewide labor and overtime monthly, ensuring sites are working within budget.
  • Develop and implement procedures to comply with administrative and institutional directives of the facility and the Maryland DPSCS.
  • Make sound decisions regarding management and administration of health care services throughout contract.
  • Coordinate the review and approval of contracts’ health-related billings.
  • Facilitate routine meetings and perform functions required by administrative directives, including Quality Assurance, Chronic Clinics, Pharmacy and Therapeutics, and Health Care.  Submit meeting minutes as appropriate.
  • Evaluate and respond to Corporate Risk Management Department inquiries regarding complaints or grievances by patients, family members, lawyers or other advocates.
  • Oversee/participate in preparatory, DOC and CMA audits of health services.
  • Develop, implement, and monitor corrective action plans designed to resolve audit findings.
  • Work jointly with contract training staff and Corporate Training and Program Development Specialist to ensure that appropriate training and New Employee Orientation is available to comply with contract requirements.
  • Develop the necessary systems, processes and tools to better support the facilitation, collection, and sharing of knowledge generated by Corporate and SDA’s.
  • Provide leadership in development of inter-team communication and cohesiveness, sustaining culture and supporting staff during organizational change and growth.

PHYSICAL DEMANDS

Essential duties are routinely performed in a general office and clinical environment.  Travel throughout the state via automobile is required.  Travel via air or automobile to the Corporate office is required.  Duties may require work in at a station/desk and entail paperwork, use of computers, fax machines, copiers, and other business machines and medical equipment.  Essential duties may require the following physical demands: the strength to lift and carry material weighing up to 30 pounds; vision to read printed materials and computer screen; walking; reaching; carrying; stooping; bending; squatting; prolonged sitting; climbing stairs; handling (hand movement); hearing and speech to communicate in person and over the telephone; intellectual skills including short and long term memory, abstract reasoning, and decision making.

Must be able to ambulate throughout the facilities for extended periods of time; specific vision abilities required by this job include close vision and distant vision, color vision, peripheral vision, depth perception, and the ability to adjust focus; must be able to clearly communicate orally and via written and typed correspondence and notes using various forms, records, charts, and electronic media.    

ENVIRONMENTAL CONDITIONS

Primarily a standard office setting, but occasionally on a healthcare unit in a correctional facility, which includes daily interfacing with inmates, correctional staff, and health care personnel.


TRAVEL: Substantial travel throughout state is required.

LICENSING: Maryland RN license preferred

CERTIFICATION: Current CPR certification. CCHP certification preferred

EDUCATION: Bachelor’s degree required (healthcare-related field preferred)

PREFERRED EXPERIENCE: 5 years management experience in a correctional healthcare setting (preferably managing multiple locations)

  • Ability to function as a “team player” coordinating efforts with managers, peers and subordinates

  • General math and analytical skills, and planning, administrative and organizational skills essential
  • Detail oriented
  • Proficient in Microsoft Office programs including Outlook, Word, Excel and PowerPoint.
  • Demonstrated experience maintaining multiple deadlines. 
  • Ability to competently manage multiple priorities simultaneously
  • Ability to work in a stressful environment
  • Must be able to direct SDA staff to ensure compliance with policies and procedures and completion of organizational projects.
