Substance Abuse Program Manager

Under general direction, the RN – Substance Abuse Program Manager is responsible for oversight of the day-to-day operation of the methadone program. In addition to providing monitoring and oversight, the incumbent performs the following duties: ensuring compliance with program policies, procedures and medical team approved treatment plans; approving and managing treatment budgets; and participating in the coordinated care plan for medical, therapeutic and pharmacological therapies for clients.




1. Supervises staff to include: prioritizing and assigning work, evaluating performance and motivating staff, ensuring staff are trained, ensuring that employees follow policies and procedures, maintaining a healthy and safe working environment, and, making hiring, termination, and disciplinary recommendations.

2. Develops and implements department policies and procedures; ensures accreditations and licensure of clinics are within established standards.

3. Reviews treatment files, records, and documents; charts patient progress and treatment; audits records to ensure compliance with program policies and standards.

4. Coordinates the treatment of addiction and associated medical issues with medical providers.

5. Participates in the treatment team, developing patient treatment plans with a coordinated approach for medical, therapeutic and pharmacological therapies.

6. Establishes clinic operation procedures and dosing schedules in conjunction with the established treatment plan.

7. Dispenses methadone and psychotropic medications according to Wexford Health policies and procedures as necessary.

8. Conducts medical assessments for methadone and psychotropic medication changes and make adjustments in dosing amounts and frequencies under the direction of the Addiction Specialist MD and Site Medical Director.

9. Responsible for ordering, monitoring and maintaining the safekeeping of a schedule II narcotic; conducts ongoing inventory of methadone and psychotropic medications; troubleshoots and finds solutions for medication shortages, delivery delays or failures, etc.

10. Records all clinical contacts in an electronic charting system in accordance with Wexford Health and accreditation agency guidelines. Oversee the data/information processing in the patient electronic medical record.

11. Documents services in accordance with standards of care.

12. Administers and monitors the departmental budget, including allocating resources and approving expenditures.

13. Attends meetings, staffing or community events as a representative of the department; reports on activities and provides educational information about clinical services.

14. Initiates, coordinates and attends evaluation and operational improvement meetings to ensure an on-going evaluation process.

15. Serves as staff to assigned committees; prepares agendas and minutes; reports developments, results and problems in the program; prepares written reports;

16. Reports orally and in writing to appropriate committees on completed evaluation studies including resulting problems which require action from those committees; attends audit related committees in the state and community and reports findings to appropriate stakeholders

17. Develops, implements and evaluates auditing policies, procedures and standards; evaluate existing policies, procedures and practices and direct changes in auditing practices to meet acceptable standards as defined by accreditation and certification agencies.

18. Develops and monitors goals and objectives for the state in conjunction with overall Wexford Health goals and objectives; assist in the development and implementation of statewide Wexford Health policies and procedures.

19. Provides staff training and development programs as well as technical advice; interpret complex NCCHC policy; provide procedural steps to assigned facility staff to enhance their skills in resolving problems related to these areas.

20. Participates in local, state, and national representative meetings related to the trends and developments in Wexford Health and correctional health care.

21. Instills a sense of accountability among team members by modeling right oversight of individual and organization performance standards.

Standard medical setting in a correctional facility, which includes daily interfacing with inmates, correctional staff, and health care personnel.  Temperature extremes may be encountered while moving throughout the facility outdoors and indoors in buildings without air conditioning.


TRAVEL: Travel throughout the state of Maryland may be required.

LICENSING: Unrestricted Maryland Registered Nurse License required

CERTIFICATION: Certified Addictions Registered Nurse (CARN); current CPR certification required

EDUCATION: Bachelor's Degree in Nursing



  • 3-5 years of substance abuse experience
  • Previous correctional healthcare experience preferred



  • Working knowledge of addiction disease treatment protocols
  • Clinical assessments of opiate, alcohol, cocaine, and other substances of abuse as follow-up during detoxification
  • Psychiatric nursing standards for treatment centers and pharmacological therapies;
  • HIPAA requirements in behavioral health;
  • Use of a variety of office equipment, including computers and related software applications;
  • Excellent oral and written communication skills.
  • Strong interpersonal skills.
  • General math and analytical skills, and planning, administrative and organizational skills essential.
  • Demonstrated experience meeting multiple deadlines. Must ensure documents are ready for review well in advance of any deadline.
  • Ability to competently manage multiple priorities simultaneously.
  • Ability to work in a stressful environment.
  • Must be able assist staff with various policies, administrative and organizational projects. "Team-player" as this position requires daily coordination with other coworkers.
